West Virginia Health Care Authority

Revolving Loan Fund

Effective July 1, 2007, the WV Health Care Authority is sponsoring a Revolving Loan Fund.

The purpose of the Loan Fund, as authorized by H.B. 3223 (the “Act”) codified at W. Va. Code §16-29I-1 et seq, is to encourage rationalization, restructuring and redesign of acute care hospital delivery systems in West Virginia by providing a commercially reasonable source of funding for acute care hospitals, thereby supporting the reduction of cost and duplication of services. The Loan Fund is not intended to replace conventional sources of lending capital.

Loan Funds are available to not-for-profit acute care hospitals, including critical access and not-for-profit free standing psychiatric hospitals, which are in good standing with West Virginia Office of Health Licensure (OHFLAC) and WV Health Care Authority regulatory requirements.

The Loan Fund operates both a General Loan Program and a Targeted Acute Care Cost Reduction (TACCR) Loan Program. The General Loan Program provides access to capital in loan amounts of above $100,001. The TACCR Loan Program provides access to capital in loan amounts of $10,000 - $100,000.
